- Pictures to PDF
Your pictures stay on your device. Nothing is uploaded. JPG and PNG files go into the PDF as they are, with no extra compression.
Add your pictures
Drag pictures here, or
JPG, PNG and WebP. HEIC photos work only where your browser can open them itself.
Page settings
Photos from phones are turned upright using their rotation tag. JPG and PNG are embedded without re-compression.

What this tool can handle
We set no limit on how many files you use or how big they are. The real limit is your device's memory: each file is read whole, copied while it is worked on, and the result is built in memory too, so a job needs several times the size of its files.
Rough guide: a laptop or desktop copes with a few hundred megabytes in total; a phone, about a hundred. In our own test on a recent Mac, merging six files of 100 MB each (600 MB in all) took about two seconds, and splitting one 200 MB file into ten parts took about two seconds too. Those were simple test files; real documents with thousands of small objects take longer.
We have not tested every phone, so big files may fail on yours. If a job fails, use fewer or smaller files at a time.
Check for yourself that nothing is uploaded
- Open the page and wait for it to load fully.
- Turn off Wi-Fi, or switch on airplane mode.
- Add your files and run the tool. It keeps working, because the work happens in this tab and not on a server.
- For a closer look, open your browser's developer tools, choose the Network tab and run the tool again: no request carries your files.

How to turn pictures into a PDF
- Add the pictures. Drag JPG, PNG or WebP files onto the box, or choose them. Photos from a phone are fine.
- Choose the page. Same as the picture gives every page its picture's own size. A4 and US Letter give standard paper, and you can pick portrait, landscape, or let each picture decide.
- Set the margin. None, small (10 mm) or big (20 mm). Margins sit around the picture on A4 and Letter, and around the whole page when the page matches the picture.
- Set the order. The first picture is page 1. Drag a picture to a new place, or use its Move buttons.
- Make the PDF. Press the button. Each picture becomes one page, and a progress line counts them.
- Download. Save the PDF. Add or remove pictures and make it again whenever you like.
Page size, direction and margins
With A4 or US Letter, each picture is scaled to fit inside the page and centred, keeping its proportions. Nothing is cropped or stretched, and the space left over stays white. With Same as the picture, the page takes the picture's size, so a screenshot becomes a page shaped like a screenshot.
Same as the picture
Best for screenshots, drawings and anything that is not going to a printer. The page measures the picture at 96 pixels to the inch, and margins are added around it.
A4 and US Letter
Best for documents you may print. Pick A4 for most of the world and US Letter for the United States and Canada.
Direction
Match each picture turns a page sideways for a wide picture and keeps a tall one upright. Portrait or Landscape forces every page the same way.
Margins
None fills the page edge to edge as far as the proportions allow. Small and big leave 10 or 20 millimetres of white around the picture.
Pictures go in as they are
A JPG is placed in the PDF as the same JPG data, and a PNG as the same PNG, so there is no second round of compression and no loss from the conversion. A PDF made from a JPG is therefore close to the picture's own size. WebP files are drawn once and saved as JPG, or as PNG when they have see-through areas, because PDF does not hold WebP.
If your photos are very large and the PDF will be emailed, shrink them first with the image compressor, then come back here. A phone photo of 5 MB is far more detail than a page of paper can show.
Phone photos stand up straight
Phones often store a photo sideways and add a note saying how to turn it. Many tools ignore the note, so the page comes out sideways. This one reads the note and turns the picture upright. Quarter and half turns are done by the page itself, without touching the picture data. The rarer mirrored cases are redrawn once.
HEIC photos work only where your browser can open them itself, which today means Safari on Apple devices. Elsewhere, the picture is marked and left out; convert it first with your phone's share or export option.
Jobs people use this for
- Photos of a contract or a form, one page per photo, to send as one attachment.
- Receipts photographed on a phone, joined into one file for an expense report.
- A set of screenshots turned into a short handout.
- A portfolio or a menu, with one image to a page.
- Scanned pages saved by a scanner as separate images.
When a picture is refused
A file that is not a JPG, PNG or WebP picture is marked in the list and left out. If one picture turns out to be damaged while the PDF is being made, it is marked and the others stay in the list, so you can remove it and press the button again.

Frequently asked questions
Are my pictures uploaded?
No. They are read in your browser and put into the PDF there. Nothing is sent to a server.
Will the pictures lose quality?
No extra loss. JPG and PNG data go into the PDF unchanged. WebP files are redrawn once because PDF has no WebP.
Can I choose the page size?
Yes: the same as each picture, A4 or US Letter, with portrait, landscape or automatic direction and three margin sizes.
Why is my phone photo not sideways?
The tool reads the rotation note a phone stores in the photo and turns the picture upright.
How do I change the order of the pages?
Drag a picture in the list, or use its Move up and Move down buttons. The first picture becomes page 1.
Can I add a HEIC photo?
Only where your browser can open HEIC itself, such as Safari on Apple devices. Otherwise the tool marks it and leaves it out.
Is there a limit on pictures or size?
None of ours. Your device's memory is the limit, so very many large photos may fail on a phone.
